On January 27, North Korea tested an upgraded large-caliber multiple rocket launcher system, once again stressing the need to “strengthen strategic deterrence.” 

The test, carried out in the presence of Kim Jong-un himself, is being interpreted not merely as a verification of weapons performance but as a multifaceted signal aimed at neighboring countries. 

North Korea claimed significant improvements in the mobility, intelligence, and accuracy of its rocket artillery rounds, highlighting advances in precision‑guidance technology. In particular, Kim’s reference to an “autonomous precision‑guided flight system capable of ignoring external interference” appears intended to showcase an evolution from the traditional concept of massed rocket fire toward a precision‑strike platform.

International security experts say that Pyongyang is deliberately blurring the line between rocket artillery and tactical missiles as a strategic move to pressure South Korea’s missile defense systems. Its claim that it struck a maritime target 358.5 km away is also being used to reinforce this message.

Kim’s personal attendance seems aimed at emphasizing the achievements of the national defense science sector and strengthening internal cohesion. Externally, it signals that technological advancement is continuing. 

“His presence shows that this test was not just a technical verification but a political event,” one defense analyst said. “North Korea is sending a message that it retains the ability to respond to the military activities of neighboring states.”

North Korea framed the purpose of the test as the “advancement of nuclear war deterrence,” continuing the recent strategy of explaining all weapons development as part of a single narrative of strengthening nuclear deterrence. This allows Pyongyang to present its weapons programs as defensive to the outside world while justifying continued military development at home despite economic hardship. 

Kim’s remark at the 9th Party Congress that he would present “the next‑stage plan” is interpreted as a signal that further institutionalization of nuclear and missile capabilities is forthcoming.

The regime also declared that the test “will pose a grave threat to forces seeking military confrontation,” issuing a clear warning to South Korea, the United States, and Japan. 

Amid strengthened trilateral missile defense cooperation and the continued deployment of U.S. strategic assets, Pyongyang appears intent on demonstrating that its response capabilities remain intact. 

“North Korea is continuing military demonstrations to avoid losing the initiative during a period of heightened tension,” a regional security expert said. “Regardless of the actual level of technological progress, the political and strategic messaging is the core of this test.”

Overall, the test serves multiple purposes simultaneously—showcasing claimed precision‑strike capabilities, reinforcing internal unity, maintaining the nuclear‑deterrence narrative, and pressuring neighboring states. Ultimately, North Korea continues to pursue strategic actions aimed at preserving its dominance in managing regional military tensions, with political and strategic effects outweighing any technical considerations.
